Position Summary

Caribou Thunder is seeking a Resource Analyst to join our office and provide resource analysis support. The RA will work closely with the Resource Management Staff (RMS) team to formulate and manage the annual budget, respond to resource data calls, and ensure resources are aligned with program priorities.

As a Resource Analyst, you will play a vital role in planning, managing, and executing the office's fiscal resources. Your ability to work collaboratively, communicate effectively, and provide valuable analysis and advice will contribute significantly to the success of our resource management efforts and ultimately support the mission of our Office.

Complete Description

The Resource Analyst will work closely with the RMS team to ensure resources are appropriately aligned with program priorities and defended to external reviewers, including external partners. The RA will report to C/RMS and provide essential support in various resource planning activities, budget formulation, and budget execution.

  • Assist the RMS team in formulating and managing the annual budget, including participation and input into the Annual Budget creation and submission, CBJBs, and other budget exercises.
  • Prepare and deliver financial management presentations, regular execution updates, spend plan status, short-term forecasts, and daily trend analysis as necessary.
  • Collaborate with office programs to monitor the execution of the annual budget and track available funds.
  • Identify deficit/surplus funding and notify management promptly.
  • Provide monthly updates on budget execution status and respond to taskings from the component.
  • Track spending to execution of funds against target rates and monitor SLAs to ensure ongoing funding needs.
  • Conduct ad hoc queries to support decision-making and highlight critical budget, schedule, and performance risk factors.
  • Assist in the preparation of materials to defend program inquiries and support management's budget meetings.
  • Develop budget requests, monitor execution, recommend adjustments, and conduct prioritization exercises.
  • Collaborate with assigned groups to manage their portfolio of accounts, including daily management of spend plans and funding requests.
  • Provide objective, independent analysis and advice to group managers for current and out-year planning.
  • Cultivate and maintain strong relationships with resource and mission stakeholders and participate in RMS team activities to understand mission needs and priorities.
  • Coordinate and collaborate with the Budget, Plans, and other internal and external teams.
  • Maintain frequent and close contact with the component's staff managers and provide information to support ad hoc inquiries.
  • Ensure effective communication at all levels, providing data to inform interactions with Contract Officers and senior management.
  • Promote an inclusive, respectful, and collaborative work environment within the office.

Minimum Requirements

  • Excellent verbal, written, briefing, and presentation skills.
  • Proficiency in Microsoft Office applications, including Excel (Advanced), PowerPoint (Intermediate), Word (Intermediate), and Outlook.
  • Knowledge and experience with resource planning activities and budget formulation.

Preferred Requirements

  • Prior experience with systems and applications, including Reporting Software, Contracts Management System, Financial Form Repository, accounting and reporting system, voucher system, and Tasking Tool.
